Every time I visit Codicact I miss the comment voting feature. There is no way to know if some comment is rubbish or a gem because the opinions of others are hidden from future visitors. I wish there was a way to rate/vote on comments.

I see that Monica answered your question directly. However, there is another point to keep in mind.

Comments are not for content. That was supposedly the case at SE too, but was poorly enforced. We are more strict about that here. Comments therefore shouldn't be important enough to vote on.

If you see a comment that tries to answer or address the content of the question, flag it for moderator attention. We can ask the comment author to write a real answer instead, or simply delete the comment.

If you have something to say relative to the content of a question, say it in an answer. We are generally more tolerant here of answers not actually answering the question, but bringing up issues related to it. As long as you make it clear you are not directly answering the question, there should be no trouble.

If the above is done right, there should be very little motivation to vote on comments.

I am triggered whenever there is talk about deleting stuff. Disk space is cheap, making stuff that is 'evil/unwelcome' hard to find is a tolerable compromise but only illegal stuff should be deleted. I appreciate the 1000 character limit of a comment but having it considered a nuisance is rather harsh. What technique am I supposed to use to respond to you if not in this comment.

You neatly side step the value of comments to Answers where making a duplicate except in one part under disagreement answer to the OPs question is not the way to respond to an existing answer with a small error. Potential accusations of plagiarism will stifle the attempts.

Very few people will bother to make a small correction or observation to a answer if it is unwelcome. This does not give people a nice feeling.
