HOW TO OPTIMIZE POWER USAGE FOR HOME [closed]

I HAVE A METER LIKE THIS BEHIND MY HOUSE
MY NEIGBOR SLOWED IT DOWN SOMEHOW HE SAID HE OPENED IT UP AND DID SOMETHING TO IT NOW HE PAYS LOWER ELECTRICAL BILLS THAN ME BUT HE HAS COLLEGE DEGREE IN ELECTRONICS SO HE KNOWS WHAT TO DO I DO NOT KNOW WHAT TO DO BUT MY BILLS ARE HIGH AND I WANT LOW.
I HAVE SOME TOOLS IN MY SHED LIKE THIS:
OF COURSE ALL TOOLS ARE USED AND DIRTY BUT THAT DOES NOT MATTER I THINK EXCEPT I READ THAT WHEN WORKING WITH PCBS TOOLS MUST BE CLEAN OTHERWISE I CAN SHORT SOMETHING. IF I USE THE RIPSAW THEN I THINK I WONT BE ABLE TO CLOSE THE CAN AGAIN SO PREFERABLY JUST WITH CUTTERS. I ALSO HAVE ABOUT 3 FEET OF CHAIN LEFT I DONT KNOW IF THAT HELPS SOMEHOW.
HOW DO I SLOW THIS METER DOWN IT IS BANKRUPTING ME?
