Are reference requests on-topic?
Are reference material requests on-topic here?
For example, I am looking for a textbook discussing hydrogen fuel cell design, preferably oriented towards something that could be made in a high school chemistry lab or home shop.
I searched around a bit in both EE.CD and EE Meta but couldn't find anything dealing with reference texts or book requests in either place.

We haven't really addressed what SE would call "requests for external resources" here. I think it's quite clear that we aren't taking shopping recommendations, as in "where do I buy this part". Asking where to find books is similar, so I'd that say such questions are off-topic.
I think it would be helpful however, if we could assemble a book recommendation thread with a list of books that experts (and not just students) have actually read and can recommend. It would have to be books about electronics/physics and applications (EMC, PCB layout, microcontroller programming etc).
Chemistry and creating fuel cells is borderline off-topic. I think that theory about chemical reactions etc is off-topic, but how to use a fuel cell in an electronic circuit would be on-topic. Questions about EX certification and intrinsic safety of electronics is also on-topic and you'll no doubt end up there in case of making a fuel cell for use in actual products.
