OP-AMP PT100 signal conditioner

Long time lurker here on this forum, and now I finally feel the need to ask a probably really simple question but one that I cannot wrap my head around...

Can someone take me through how this circuit works, especially as it's intended to be used as a PT100 conditioner. OP-AMP simulation circuit
