Unidentified Object on Comm Line

Came across this apparent bracket hanging on a communications line. There is one every comm midspan for about a mile. I looked through historical streetviews and they've been there at least since 2007. Any idea what it could be?? Streetview showing multiple brackets Close up

It might be something called a "pendulum detuner". The are designed to partially damp out the worst natural mechanical resonance frequency of the cable. Wind can excite resonance in a cable, which causes much higher stresses than just the normal hanging due to gravity.
