In section 6.5 of the [**data sheet**](https://www.ti.com/lit/ds/symlink/opa859-q1.pdf?ts=1748675016372) is the snippet of the table you put in your question but, you failed to read the words at the top of the section: -$VS+ = 5 V, VS- = 0 V$This is the default power supply and, to get an output voltage of typically 4.1 volts, you need a supply of 5 volts. However, if $VS+$ is only 3.3 volts then the typical output value will be 2.4 volts.
