The physics of electrical devices is on topic, at least to the level of understanding why a device does what it does in a circuit. Tunnel diodes and reading/erasing EEPROM cells are examples of where quantum effects like tunneling become relevant to electrical engineering. Some aspects of quantum computing should therefore also be on topic. The level won't be as detailed as it would be on the Physics site. If it's something that is taught to today's electrical engineering majors in college, then it is OK. If it's something only a physics major would be exposed to, then it's better to ask on the Physics site.
