"Which microcontroller should I use for my application? Please recommend." is the patient zero of the EE shopping questions.

As it stands, that would probably be off-topic here, even if the question comes with a very detailed specification. And even though picking one is quite qualified work that requires an experienced engineer.

At some point I meant to write a microcontroller selection Q&A but never got around to it... maybe we could post such a Q&A here at meta if nowhere else.

Otherwise there's a bunch of EE hanging out at the Stack Exchange chat room https://chat.stackexchange.com/rooms/15/electrical-engineering - it is probably the best place to ask such questions for now - I'd be happy to help out.

For general PCB reviews focusing on manufacturing and BoM improvements, such questions could be OK here though - see Are BOM cost optimization questions on-topic?

Yes.

The question could possibly be modified to be on topic by describing what the micro needs to do, asking what built-in peripherals would be useful in getting the job done, whether floating point hardware is really necessary, and the like.
