I can not upload pictures

I can not upload pictures when I start a new answer to a question (I have no problem when I edit an old answer). When I click the "insert picture" button, nothing happens and I do not see the window:

Do you have JavaScript enabled? Are there any errors in your browser console (press F12 and find the Console tab)?

I have seen Javascript void (0) in the lower left corner of the screen. BTW I use Chrome but I have the same problem when using IE and Opera as well. I can not find where to enable JavaScript (Settings -> Advanced -> Content settings? ...)

"can not upload pictures" is too vague. You should describe exactly what you did, and what the response of the system was. Also, this probably belongs on main meta, where it will likely get more visibility.
