Would EE like a "first-time visitor" message?
We have the ability to add a dismissible message for first-time visitors to the site. This is intended to provide initial guidance on scope, rules, etc. For an example, Software Development wanted to communicate that its scope is broader than what visitors familiar with Stack Overflow would expect. If you visit in an incognito window, you'll see this text:
Welcome to Software Development on Codidact!
Will you help us build our independent community of developers helping developers? We're small and trying to grow. We welcome questions about all aspects of software development, from design to code to QA and more. Got questions? Got answers? Got code you'd like someone to review? Please join us.
Electrical Engineering has guidelines in the help, which is good, but people have to know to go there. Would you like a welcome message to invite people in and link to that help? If so, just let us know what it should say and we can add it for you.

Yes, but I want to reorganize the site-specific help so that it can be meaningfully referenced by a single URL. After that's done I'll propose a newbie message that works with the new help pages.
